Law and policy often stop at the borders. But terrorism, international crime, refugees and migrants, weapons, environmental degradation, disease, drugs, and a host of other global challenges do not stop at the borders. Governments are often unable to deal with emerging global issues. How can we best understand and manage global issues? Are non- state actors (such as NGOs and MNCs) part of the problem or part of the solutions?
